Buying a House in Saudi Arabia: Steps, Real Costs and Checks Before You Sign

Buying a house in Saudi Arabia runs through eight stages, in this order: work out the full budget, choose the type of home, secure financing approval, check the property and title deed, sign the sale contract, register the transaction for real estate transaction tax, complete the title transfer, and take handover. The first stage is where most buyers go wrong. They add up the price and the monthly installment, then find out that the down payment, the tax and the profit paid over a long term change the picture completely.
This guide walks you through buying a house in Saudi Arabia with calculated numbers instead of general advice. Every table is illustrative and depends on the terms your lender gives you, and each regulatory point is linked to its source. Last reviewed: November 2026. All amounts are in Saudi riyals (SAR).
What makes buying a house in Saudi Arabia different?
You are not buying a product. You are dealing with three parties at once: the seller or developer, the lender, and the government bodies that register ownership and collect tax. Buying a house in Saudi Arabia is not complete until the title transfer is done, and the transfer cannot proceed until the transaction has been registered in the real estate transaction tax service and any invoice has been paid. According to the Zakat, Tax and Customs Authority (ZATCA), you are notified of a reference number that is used to complete the transfer, and the payment invoice is settled first (ZATCA help center).
So order matters. Sign a contract first and ask about financing later, or pay a deposit before checking the deed, and you take on risk you did not need to take.
Step 1: Build the full budget for buying a house in Saudi Arabia
For buying a house in Saudi Arabia, take the price, add the down payment, the tax and any side fees, then compare the total with the cash you actually hold. The table below calculates the down payment and tax for four prices. It assumes the 10% minimum down payment commonly quoted for a first home and the 5% real estate transaction tax.

Look at what happens at the one-million line. The state covers the tax on the first million only, a maximum of 50,000, so a 1,500,000 house leaves you 25,000 and a 2,500,000 house leaves you 75,000. The price gap between 1,000,000 and 1,500,000 is 500,000, yet the tax you pay jumps from nothing to 25,000, and that number never appears in the listing.
A second or investment property is calculated differently. The commonly quoted down payment is 30%, and the tax applies in full with no state coverage. A 1,000,000 property then needs 300,000 down and 50,000 in tax.
Add the items this guide cannot price for you: valuation fees, property insurance and agent fees if you use one. Ask each party for its fees in writing before you agree to anything.
Ready, off-plan or land: the choice that shapes buying a house in Saudi Arabia
This decision changes the tax, the risk and the timeline of buying a house in Saudi Arabia.
Option
What it offers
Main risk
First-home tax relief
What to check
Ready unit
You inspect before you buy and move in quickly
Higher price, defects may show after you move in
Included
Building condition, deed, mortgage or restrictions, shared maintenance fees
Off-plan
Lower starting price and a payment schedule
Delivery delays and changed specifications
Included
Project license, developer record, delivery dates, written specifications
Land and self-build
Design to your needs
Variable build cost, managing contractors
Not included
Deed, land use, building permit, contractor contract
The exclusion of land and self-build comes from ZATCA's own clarification: the state bears the tax on up to one million of a first home's price, which covers ready units and off-plan units for citizens only, and excludes self-build and land (reported in Ajel, Arabic). If you are weighing a plot against a finished unit, put that difference into the comparison.
Financing for buying a house in Saudi Arabia: the down payment, the term and what the installment hides
Before you visit any project, get a written preliminary approval from a bank or finance company. It does two jobs. It sets the price ceiling for your search, and it gives you a stronger position when you negotiate.
The commonly quoted rules put the minimum down payment at 10% for a first home and 30% for a second or investment home, with a maximum term of 25 years and 30 years allowed by some lenders in exceptional cases. Your lender confirms the figures on your file, because salary, age and existing commitments all feed the decision. Some banks also run subsidized programs that cut the required down payment in half for a first home, with financing of up to 95% of the property value, so ask about them directly.
The installment deserves more explanation than its number. The table calculates a fixed monthly payment on a financing of 900,000 (a one-million house after a 10% down payment) at three assumed annual rates and three terms. It uses the standard fixed-installment formula and is not an offer from any bank.

(Monthly installment in SAR, rounded.)
Read it two ways. A one-point rise in the rate adds roughly 540 to 560 a month on this financing over 25 years. More important, a longer term lowers the installment but inflates the total. At 6%, total profit over 15 years is about 467,000, and over 25 years about 840,000. In the longer term you pay roughly 93% of the financed amount again as profit. The lighter monthly figure has a price, so choose the term after you know the total, not after you see the installment alone.
Your bank will also apply a limit on how much of your income can go to monthly debt, under central bank rules. Credit cards and personal loans count before you start, so pay them down or close them before you apply if you can.
How much income makes buying a house in Saudi Arabia comfortable?
The rules alone do not tell you what you can carry, because the lender applies its own tests to your file. You still need a planning rule of your own before you meet any finance officer. A common one in personal budgeting is to keep housing payments at or below a third of monthly income. That is a planning habit, not a legal requirement, and a household with other obligations may need more room. The table works out the income needed for each price if the installment stays at one third of income, using 90% financing, an assumed 6% rate and a 25-year term.

(SAR, figures rounded.)
If your income falls short of the figure beside a price you like, you have two routes. Lower the price you search at, or raise the down payment. The effect of a bigger down payment is larger than most people expect. On a one-million house with 25-year financing at 6%, a 10% down payment means an installment of 5,799 and total profit near 839,600. At 20% down the installment falls to 5,154 and profit to about 746,300. At 30% the installment is 4,510 and profit about 653,000. Each extra 100,000 paid upfront saves roughly 645 a month and about 93,000 in profit over the term.
The practical point for anyone planning on buying a house in Saudi Arabia with a mortgage: cash on hand before signing is the cheapest tool you have for cutting the cost of the years ahead.
Compare two financing offers when buying a house in Saudi Arabia
Several lenders will show you figures that look close together, and the right comparison is the total, not the rate alone. Take three hypothetical offers on a 900,000 financing, each with a different rate and term.

Offer A has the lowest rate and the lightest installment, yet it costs the most overall, about 295,600 more than offer C. Offer B carries a higher rate than A and still saves you about 134,200 because the term is shorter. A lower rate does not mean lower cost when the terms differ, so work out the total for every offer before you decide.
Ask each lender for the full repayment schedule in writing, and check whether early settlement carries a penalty. If your income is likely to rise, the ability to pay down faster can change the arithmetic.
Documents to prepare before financing for buying a house in Saudi Arabia
Required documents for buying a house in Saudi Arabia differ between lenders, but this list covers what is usually asked for. Gather them before you apply so your file does not stall:
A valid national ID, or a valid residence permit for residents.
A salary certificate or proof of income from your employer.
A recent bank statement showing regular income.
A statement of existing obligations such as loans and cards.
Details of the property if you have already chosen one (the deed or the developer contract).
Ask the finance officer for a written list of documents with validity dates. Some expire within a few weeks, and a delayed transfer means having them reissued.
Real estate transaction tax when buying a house in Saudi Arabia: how much and who pays
The tax is 5% on real estate transactions, covering sales, bequests, finance leases, lease-to-own contracts and long-term usufruct contracts longer than 50 years, according to the ZATCA service guide (Arabic). It took effect on 4 October 2020 and replaced the 15% value added tax on real estate sales.
Who bears it? By default the seller is responsible for paying. The parties may agree that the buyer pays, provided the contract says so clearly and states the tax separately from the property price. The Ministry of Justice also advises against adding the tax into the sale price entered for the transfer (Ministry guidance as reported by Ajel, Arabic). Get this wrong and the mismatch shows up at transfer.
Three practical points at this stage:
The seller registers the transaction in the tax service before the transfer, and ZATCA issues a reference number or a payment invoice.
If an invoice exists, the transfer cannot be completed until it is paid.
Keep a copy of the reference number. It belongs to your transaction alone.
Housing support for citizens buying a house in Saudi Arabia: does it fit your case?
If you are a citizen without a suitable home, check your eligibility for housing support before committing to financing for buying a house in Saudi Arabia. The executive regulation of the housing support system was issued on 11 Rabi al-Thani 1447 AH (3 October 2025) and is published in Umm Al-Qura (Arabic). Commonly cited conditions include Saudi nationality, an age of 20 or over for an applicant applying as husband or father, residence in the Kingdom, not owning a suitable home, no previous benefit from the program, and assets below 5 million. Income does not block an application, but it feeds into priority points.
Rely on the regulation text itself for any decision. Detailed conditions change, and what circulates on websites may not be the latest.
Eight steps for buying a house in Saudi Arabia, in order
Calculate the full budget with the tables above, and fix a price ceiling and the cash you can put down.
Choose the type of home: ready, off-plan or land and build, and see what each does to the tax.
Get written preliminary financing approval, and compare at least two offers on total profit, not the installment alone.
Check the property, the deed and the developer using the checklist below.
Sign the sale contract, stating who bears the tax, the agreed sale amount and the handover date.
Register the transaction in the real estate transaction tax service (the seller does this) and pay the invoice if one is issued.
Complete the transfer through Najiz, the Ministry of Justice portal. The Ministry explains that the buyer enters the service, receives notice of the bank account issued for the request, and transfers the transaction value to it. If the property is in the real estate registry, the transfer may run through the registry's own platform, so ask whoever handles your transfer.
Take handover and record the condition with photos and a written report before you move furniture in.
Who does what on transfer day
The roles in buying a house in Saudi Arabia are often confused, so here they are as the official bodies describe them:
Party
What it has to do
Seller
Register the transaction in the tax service before transfer, verify the tax, then complete its steps in the electronic transfer service
ZATCA
Issue the reference number or the payment invoice
Buyer
Enter the transfer service, receive the bank account notice for the request, and transfer the transaction value
Lender
Coordinate release of the financed amount under its own procedures, so ask your officer ahead of time
Ministry of Justice
Document the transfer and register the change of ownership
Have a mobile number registered in Absher before the day, because verification codes and approvals arrive on it. Check the sale amount written in the contract before you enter the service, since correcting a mistake after you begin costs time. With this table in front of you, buying a house in Saudi Arabia is far less opaque on the day of the deal.
A checklist for buying a house in Saudi Arabia before you pay a single riyal
Work through these in order and stop at the first item you cannot answer clearly:
Deed details: owner name matches ID, and area and boundaries match the ground.
Restrictions on the deed: ask directly about any mortgage or restriction on disposal.
Developer, for off-plan: confirm the project is licensed and registered with the regulator (the Wafi program), and ask for the delivery schedule and specifications in writing.
Build quality: inspect in daylight, and after rain if possible. Look at damp, electrical work and drainage.
Shared charges: in apartments and compounds, ask about maintenance fees and the owners' association.
Neighborhood and services: spend an hour in the area at the morning rush before you decide.
Mistakes in buying a house in Saudi Arabia that cost more than expected
Paying before inspecting. A deposit creates psychological commitment before verification is finished. Make any payment conditional on the inspection result.
Comparing installments, not profit. A bank showing a lighter installment over a longer term may cost you hundreds of thousands more, as the offers table showed.
Forgetting the one-million line. A house at 1,200,000 instead of 1,000,000 adds tax on the extra 200,000, which is 10,000 that never shows in the advertised price.
Assuming the relief covers land. It covers ready units and off-plan units, as explained above.
Leaving the tax clause vague. A clear clause that separates the tax saves an argument at transfer.
Ignoring liens and restrictions. One written question about the deed's status costs less than a dispute later.
Buying a house in Saudi Arabia as a foreigner: what changed in 2026
The non-Saudi real estate ownership law took effect on 22 January 2026, according to the General Authority for Real Estate announcement (Okaz). A lawfully resident non-Saudi individual may own one property for their own housing outside the designated geographic zone, excluding Makkah and Madinah, and ownership in those two cities is limited to Muslim individuals (law text in Umm Al-Qura, Arabic). The Cabinet approved the geographic zones and executive regulation on 23 June 2026, so check the zones document from the authority before you commit.
Frequently asked questions about buying a house in Saudi Arabia
How much cash do I need for buying a house in Saudi Arabia at one million?
For a first home at one million you need a down payment of at least 100,000 under the commonly quoted rules. A citizen who meets the relief conditions has the tax on that million covered by the state, so pays nothing towards it. Add valuation, insurance and any agent fees, and ask each party to state them.
Does the buyer or the seller pay the real estate transaction tax?
By default the seller. The parties may agree the buyer pays, with a clear contract clause that separates the tax from the price. A citizen buying a first home has the state cover 5% on up to one million of the price.
Does the relief cover buying land?
No. According to ZATCA's clarification, the relief applies to ready units and off-plan units only, and excludes land and self-build.
Can I buy a house in Saudi Arabia without a bank mortgage?
Yes. The transfer works the same way: register the transaction for the tax, then complete the transfer through Najiz and pay the transaction value to the account the Ministry assigns to the request.
How long can the mortgage run?
The commonly quoted maximum is 25 years, with some lenders allowing 30 in exceptional cases. The lender also requires financing to end before you reach a set age, so your actual term depends on how old you are.
When does off-plan make sense?
When you can wait for delivery, when the developer is established and the project licensed, and when you hold the specifications and schedule in writing. It qualifies for first-home relief just as a ready unit does.
Can a resident buy a house?
Yes, under the non-Saudi ownership law: one property for housing outside the designated zone, other than in Makkah and Madinah. Check the General Authority for Real Estate for the approved zones.
Before you sign a contract for buying a house in Saudi Arabia
A good decision on buying a house in Saudi Arabia is built on numbers before any viewing: a full budget, financing whose total cost you understand, a deed you have checked, a clear tax clause and a documented transfer. Get those five in order and choosing the neighborhood and the layout becomes the enjoyable part.
If you are comparing residential projects in the Kingdom, you can browse the listings available through Diyar Roaa and request a consultation before reserving. Re-run the tables above with the prices and rates your lender gives you.
